The
Arbitration Center of Mexico (CAM) functions
through a General Counsel and a Secretary
General. The General Council is mainly involved
in the designation and removal of arbitrators,
and in the scrutiny of arbitral awards.
On the other hand, the Secretary General
is chiefly in charge of the day administration
of arbitral proceedings.

GENERAL COUNCIL
Ulises Schmill Ordóñez
He is
a graduate of the Universidad Nacional Autónoma
de México (1954-1958). He served
as President of the Nations Supreme Court,
member of the Commission for Government
and Administration and Magistrate of the
Fiscal Federal Tribunal.
He has
taught courses on Law Theory, Civil Law,
Constitutional Rights, and Fiscal Law among
many others, in universities such as the
UNAM, Instituto Mexicano de Estudios Fiscales
and the Instituto Tecnológico Autónomo
de México.
He was
embassador in Austria, Hungary and in the
Federal Republic of Germany. He has published
many articles about subjects as soberanity
and international law, logic and law, among
others. He also has published the following
books: “El Sistema de la Constitución

Carlos de Silva Nava
He is
a graduate of the Escuela de Derecho y Ciencias
Sociales de la Universidad Autónoma
de Guadalajara. Since 1965 he has been part
of the judicial system. First as Secretary
of the Supreme Court, judge of the Second
district Court in Mexico City, Magistrate
of the Second Colegiate Tribunal of the
first circuit in Mexico City, and numerary
minister member of the Supreme Court. He
has taught Civil Law, Constitutional Rights,
Administrative Law, Fiscal Law, Constitutional
Law and Procedural Law, among many others.
Guillermo Aguilar Alvarez
He is a partner of Weil, Gotshal and Manges at New York , USA , where he participates in domestic and international arbitration procedures as coarbitrator, chairman of arbitral tribunals, party counsel and expert witness. He advises foreign companies in connection with the enforcement of arbitral awards in Mexico ; he has participated as panelist in WTO disputes and as arbitrator in procedures under the ICSID Rules. Mr. Aguilar Alvarez professional practice also includes advice on matters of antitrust, investment and international trade. He was a partner of SAI Consultores in Mexico City for several years. He served as Chief Legal Counsel for the government of Mexico during the negotiations of NAFTA. As such, he led the legal review of the final text and its legal implementation, and participated in the negotiation of the investment, intellectual property and dispute settlement chapters; he was Counsel and General Counsel of the ICC International Court of Arbit ration in Paris.
Guillermo Aguilar Alvarez is a graduate of the Universidad Nacional Autónoma de México (UNAM). His academic background includes research with the Instituto de Investigaciones Jurídicas (UNAM) and with the Centre National de la Reserche Scientifique of France . He has taught at law schools in Mexico , France , the Netherlands and the United States .
Cecilia
Azar Manzur
She
is a graduate of the Universidad Nacional
Autónoma de México (UNAM).
Her professional practice has focused on
International Commerce and Commercial Arbitration.
She worked at SAI Consultores from 1995
to 2001. She was also Secretary General
of the Arbitration Center of Mexico (CAM)
from 1998 to 2000. At present, she leads
the American Bar Association Project of
Mediation in Mexico. She has participated
in different seminars and forums related
to commercial arbitration in Mexico, the
United States and Center America. She has
also published articles in different academic
forums; she is professor of “International
Commercial Arbitration” and “Alternative
Dispute Resolution Methods” at the
Instituto Tecnológico Autónomo
de México. At present, she is earning
a doctor degree with the Masters Program
of the Instituto de Investigaciones Jurídicas
of the UNAM.
Gloria Chapa Resendez
Gloria is a graduate from the Faculty of Jurisprudence of the Universidad Autónoma de Coahuila. Master degree in Business Administration and Education at the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM). At present, she is earning a doctor degree in Law at the Universidad of Salamanca . She has 22 years of academic experience and is professor at the Faculty of Law and the Faculty of Humanity and Social Sciences of the ITESM. She has participated in different courses and conferences offered by the ITESM. She was the Director of the Faculty of Law and Academic Senator at the same Institute for four years. At present, she has incorporated to Campus Santa Fe of the ITESM to participate in the project CAM-TEC as a representative of the said Institute and she is also General Counsil of CAM .

Gómez Ruano
She
is a graduate of the Universidad Panamericana,
where she taught “Arbitration”
from 2003-2004. She was Secretary General
of Centro de Arbitraje de México
(CAM) from 2000 to 2004. She is a frequent
lecturer in topics related to ADR and arbitration
in Mexico and has published different articles
related to the same topic. She has also
participated in the publication of books
as “Manuel de Arbitraje Comercial”
and “Arbitraje Comercial Internacional:
Cómo solucionar controversias comerciales
internacionales”. She is a member
of the Nafta 2022 Committee.
At the present she is Of Counsel of González
Calvillo, where she participates in domestic
and international arbitration procedures.

Manuel Pérez de Acha
He is
a lawyer from Escuela Libre de Derecho (The
public officer before his own acts for the
effects of the Habeas Corpus); he has a
doctorate degree given by the Division of
Postgraduate Studies of the Universidad
Nacional Autónoma de México
with a specialization in Constitutional
and Administrative Law. He has been a teacher
of postgraduate studies at Escuela Libre
de Derecho, Universidad Iberoamericana and
Universidad Anáhuac, and a professor
at Universidad Panamericana, Universidad
Nacional Autónoma de México,
and at Instituto Tecnológico Autónomo
de México. He is a speaker in seminars
in the subject of fiscal law which are organized
by various public and private institutions.
Author of the books “Permanent
Establishments” and “Business
Benefits”,as well as co-author
of the book “Tributary Studies”.
He has also published articles on the subject
of constitutional, administrative and fiscal
law in the magazines of Escuela Libre de
Derecho, the Mexican Bar, the Bar Association,
the Federal Court of Fiscal and Administrative
Justice, the Mexican Academy of Fiscal Law,
the Interamerican Lawyer Federation, as
well as in the Magazine Lex, the Southwestern

Gustavo de Silva Gutiérrez
Gustavo
de Silva Gutiérrez is a lawyer from
the Universidad Nacional Autónoma
de México (UNAM); specialist in Constitutional

Universidad Conplutense de Madrid, he studied

Carolina
Castellanos López
is a lawyer from the faculty of law of the Instituto Tecnológico Autónomo de México (ITAM). She has participated in several courses of topics related to Alternative Dispute Resolution Methods and Arbitration. She participated as coauthor of the chapter related to arbitration in Mexico of the Handbook titled Arbitration and Alternative Dispute Resolution Methods: How to resolve international commercial disputes”, a publication between The Arbitration Center of Mexico (CAM) and the International Trade Center (UNCTAD/WTO). Her professional practice has been focused on commercial arbitration, being a member of the General Secretariat of CAM during the last years, where she acquired the theoretical and practical experience in this subject. She is Professor of commercial arbitration at the Universidad Panamericana in Mexico City and she coordinates the Course of specialization in Commercial Arbitration. She is Secretary General of the Arbitration Center of Mexico.

Irais de la Paz Avila Garduño
She is a lawyer from the faculty of law of the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM). She worked in Corporación Novavisión (SKY) developing her abilities in the area of international trade and administrative law. In the present time she works as assistant of the Secretary General of the Arbitration Center of Mexico (CAM).
